Many of the requirement sources for built environment, where requirement definitions are made available in the form of document files, make the manual handling of requirements and the verification of compliance extensive. Trying to manage information with high quality is complex and time consuming. Stakeholders then lower their ambitions and hope to avoid responsibility. The effect is serious problems with control processes, causing a major waste in the construction industry of up to 110 billion SEK per year and major risks for all actors involved - large and small.

We want to improve the quality of control processes by providing ready-to-use digital requirement definitions from a selection of the 150 requirement sources that the built environment industry needs to deal with. The requirement definitions are structured according to a standard developed within the Smart Built Environment programme.

The digital requirement definitions are made available to stakeholders through the InC heck service, also developed within Smart Built Environment.

When the requirement definitions are digitally available, all stakeholders save time and costs, while the quality of the requirements, control plans and implementation of controls is improved. The result is reduced risks for all types of actors - both large and small - and fewer errors and damages in construction projects, which in turn leads to reduced resource consumption.

We are evaluating our proposed solution in this project by digitizing critical requirement definitions from a selection of the 150 sources. These requirement definitions are entered into control plans and tested in three live construction projects where compliance checks are performed with the support of InC heck. The tests are evaluated in terms of stakeholder benefits. The evaluation results will be used to decide on further investment in the conversion of requirements into digitally accessible definitions.
